The Municipal Policy Handbook provides a working document for the council and the administration of the Town of Port au Port East. It contains policies to guide the actions of the Town in handling local affairs. It also provides a framework for delegating decision-making, eliminates misunderstandings, reduces uncertainties, and enables goals and objectives to be met. Some latitude is allowed in decision-making, depending upon circumstances; otherwise, it would be considered a rule or procedure. However, in making decisions, the policy's intent must be followed.

The Town of Port au Port East has one modern school; St. Thomas Aquinas, grades K-8. Near-by educational facilities consist of Stephenville High School and several post secondary facilities, College of the North Atlantic, Western College, and Safety and Emergency Response Training Centre.
Port au Port East has two places of worship, St. James Anglican Church and Maria Regina Parish. In the near-by community of Stephenville there are an additional seven places of worship and around the Port au Port Peninsula four places of worship.
